I'd say it's more likely they burned too much money on marketing and whatelse not if that's a problem. For the sake of argument, R* sold ~11.21 million copies of GTA V in the first 24 hours, generating $800 million. You can be safely interpolating the figures for TR, which reached said 3.4m copies sold within 21 days of its release, to $150-$200 million. I would certainly love to know how it can be that this is not enough to fund the game or making it 'profitable'...

Good luck reaching your 'sale targets' when 6.5 million TR copies sold across all platforms (June '14 figure, PS/XB/PC combined) is barely acceptable to them.

Squenix should reconsider their bloody business model if they doubling sales is failing their sales target and was not a financial success to them.

Now, releasing an exclusive in a long-running series that has many fans across all platforms does not necessarily (and likely will not at all) drive sales. Instead, those not playing on Xbox are going to be pissed off by this move.
