what are the changes/bugfixes in this upgrade patch?

chang:

move revSrvBrowser the 2 vdf to :platform/config/ the dir.
rePacket client.dll and hw.dll use min memory,the address is static ,use AntiCheat software
Fix script no recoil and other bug... please look valve update news............
