As I know, some of the "Cheap Keys" are purchased via stolen credit card, so 90% of them will be banned if EA/UBISOFT/STEAM noticed that they do not get the money from credit card
10% of cdkeys purchased via stolen credit card will not be banned.
The selling price of cdkey of stolen credit card is cheap, as I know its about 2USD for a BFBC2 CDKEY ( purchased via stolen credit card )in China
so I do not advise you guys purchase cdkeys via internet unless you are so sure that the keys that online shop sell are 100% legal

Open the sellers profile, some of them have their email adresses there, and you can try to ask them if they sell over paypal, some of them does that for a few extra dollars.

Lol, what a coincidence. Today i wrote 20 sellers from there an email/icq and asked if they accept paypal. Guess what, they dont.

Only 1 told me he'd accept paypal if i'd buy 100 keys at least. ^^ Others say moneybookers, but no paypal at all. and 1/3 can't even speak english.

i am from germany and i am shopping at plati for like 8 months already.
just get a webmoney account, add your bank acc or add money via ukash card to it and voila you are done.

i use google chrome to translate the whole site into english. of course its not 100% perfectly translated but totally enough to browse through

also i recommend to buy at shops that owns a certificate and the ones with the most ratings.
they are also placed on the top5 of each game. not so hard to buy there and you can save a lot of money.

like rpgmarket or nickcd (<- very nice sellers)

nothing is cheaper, a few games like cod series are region restricted, means that you need a russian vpn to activate them, once this is done you can start and play them from any place. then just add the english language files and replace the localization.txt file inside your steam folder.

but most of the keys are also region free with english language and worldwide available.
