Correct me if I'm wrong, but I don't think any of the ValveTestApps can be played. Their presence is a side effect of using cracks to display all available games, and that's why you have the option of filtering them.

ValveTestApps cannot be played, because you need to verify your Account on the Steam Servers if you want to download it and this fails, cuz the Account is not owning the game, but the info, which games are on steam is in the clientregistry.blob afaik.
