When you first run the game it will create cfg files.
dota 2 beta\dota\cfg
You can then open them and edit manually whatever you like.

Talking about settings.

You can use those for choosing team.

Or type map in the console and it will show you the options.

dota_surrender_on_disconnect "0" (if you want to spectate bots)
Put custom cfg with the desired settings or the saved ones, even control settings... in the folder that i said and you can run the game with that command here.
-console +exec custom.cfg

I play Dota 2 + Smartsteamemu ,,,,,,,,, and it 's working now ,,,,,,,,, but i have a problem,,,,,,,,,, when i want to play with bots,,,,,,,, i use dota_bot_populate,,,,,,,, the problem is ,,,,,,, it do that appear 10 bots in Radiance side (and in Dire side 0 bots ) ,,,,,,,, what's the problem ??? ,,,,,,, How i add bots for both sides ???

I have a small alternative Dota 2 Launcher created.

Install:
1.Copy "Dota 2 - Launcher" and "Launcher.ini" to your dota folder.

Note:
1.You don't need any batch (like dota.bat) file anymore for start.
2.Open the Launcher.ini to edit parameter.

The Dota 2 - Launcher with Launcher.ini for parameter is only an alternative for batch to start dota.
You need RevEmu or else to play dota 2 without steam.

Current state:
1.RevEmu need an update to work properly (lobby and items) with the latest dota 2 version. (Current 545)
2.Dedicated server is with dota 2 v532 broken. Dota 2 Fixups needs an update.
3.No Steam: At the moment you can play dota 2 v545 with the latest RevEmu.
At the loading screen "connect to dota 2 network" open the console. Then you can open a listen server and play.
Works good. Only items from RevEmu and the lobby don't work.

As described. At the moment dedicated server (srcds.exe) don't work with the latest dota 2 version. (broken after v532)
If you have a newer version than 529, you can only start a listen server directly by console.

Or what do you mean ?

Yes, you can use the Launcher to start srcds, but not to start the game and srcds.
