for me is the blurred lines are bigger problem than the blocks - because of games art design but yeah the size difference is massive (personally i would prefer a bigger size with not so blurry even on my 15' laptop)
As far as I understand, he means "perfect" compares to his expectation, because may repacks that encode videos to lower bitrate, usually 50% of original, make video much much worse.
It doesn't looks like this to me. I agreed that these videos are good enough for the size. I can even quote myself:

I know most people here hate that Chinese site coz it's very slow to them, but believe it or not, it's blinding fast here... max speed, resume able, just perfect, maybe coz I'm from Asia here
Zippyshare speed is okay, but not resume able, there's risk of being disconnected Mega is okay too, but sometimes it often stuck on 90%, sometimes slow, if I use rapid leecher, sometimes the file got corrupted...
