As for a small contribution to this topic. You will want to trust me on my advice because I am a hardware geek that buys everything and I am one of the ppl that likes to get the newest and highest end hardware all the time and do lots of benches ocs and comparisons.
Buy an intel cpu from the newest generation and look at the range where you fit best with your budget.
It doesn't matter if it's quad core or not, the newest generation has good cpus for gaming even at mid-range prices.
If you want to use it in a pc that is equipped with a decent video card and a decent amount of ram to play new high end games, then make sure that you spend on the cpu at least 140-150 euro if you want to not suffer from sluggish performance the next week after you bought it.
If you like emulators and you want to run emulated consoles or other high end emulators, you will want to invest more in the cpu. Also remember than in 2012 there is a big chance that the new generation of consoles will come out which will make games for consoles be at least at the graphical level of crysis and high, which means that the multiplatform games that will come out after 2012 will require lots and lots of juice from the pcs which will tun every high end pc user to a new substantial upgrade.
If you factor these elements into your budget then you should be fine.

Commons sense, predictions from the most reputed gaming industry analysts and gaming sites or in my case Inside ubisoft information? Which one would you settle for?

I don't think it's going to be the same this time, but i see why you think the way you do.

Btw. What part exactly from that inside ubisoft information hinted on a new generation of consoles?

I would rather buy the best/latest phenom 2 x4. Cheap, good quality and good performance.

I'm have been running with a Phenom (1) x4 9850 BE for 2 years. Still handles everything.

The more cores you have on your CPU the better. get an i7 if you choose for Intel. If AMD get a six core or better.

That's not true. The more cores you have, the slower a single core is. The 'sum' is maybe faster, but six cores aren't usually targeted by games, rather four cores by new games.

did u choose yet? i can recommend Phenom II X2 550 BE (black edition).
got it myself and chose a suitable mobo to unlock it to a perfectly stable quad core cpu. of course this is not guaranteed.
but even if u can't unlock 'em all, it's still a hell of an overclocker. (prepare for dual or triple core if a core [or 2] is/are faulty)

i'm gonna get a better heatsink before ocing this baby, but i've seen it around 3.5 - 3.7 ghz, even over 4 ghz, but that's watercooling.
thus far it's been stable at stock clocks with four cores unlocked and that's the most important. didn't try too many rounds of prime95 yet, as the stock cooler is horrid. in mafia ii, eflc, bfbc2 and daily usage it's been stable and not a single crash/artifact.

I guess I'll get a quad-core since I am thinking of running multiple virtual machines to test my stuff on multiple OS'es.
