My, what a thread title
All anti-piracy legislation worries me, but this, as many other laws, is largely a product of music and movie industry lobbying, as well as censorship intentions from the government. Yet, this thing, being dubbed Russian SOPA, sounds like it could be abused to take down more than it's made to look like, so I suppose we have to add it to the list of things that depend on the good will of certain people regarding whether they are a threat to RIN or not. I mean, there just needs to be one pissed-off hacker/scriptkiddie to break in or ddos, or some publisher to sue and we're offline. But, since relations between Russia and the West aren't very cozy right now, I'm not very concerned.
Besides, there would be backups surviving somewhere safe, so not all would be lost.
