is it 400kbits or 400KBYTES? if it s BYTES it s normal 1 BYTE= 8 bits so 400KBYTES*8 = 3.2 mbits and there is some bandwidth that is used for data verification, so that s what u got with 4 mbits, btw check your QOS config and desactivate it, you ll perhaps win 20% bandwidth and a better ping ;) check the sticky"Tweak your Windows XP to run CS and other games better !!!" there should be things abt QOS

internet explorer and download accelerator show in KBYTE so if u saw it there it s ok
