It's not released yet, let it finish updating then try to launch it, if it launches please post your Steam.dll and SteamUI. :)

I just tried it with my Steam-Down as well, mine's fully updated to 100% also. I tried launching but it just starts cmd.exe and then it exits, nothing happens.

Try to change your steam.cfg so it look like this

and please, for stupid questions like: can somebody tell me, whats the difference between this and S-D P11? just read first post. (It's the same as P11, but with steam autoupdate blocker and GaLiL's SteamUI.dll patch).
to update all gamez: just use 1% gcf's or do them by your own, just create like counter-strike source client.gcf, edit it with notepad, and fill it with zeros.
