I didn't see this in a cybercafe account and played games, but in a cracked steam client with a blank accout I met up this. 
It seems that they made up a new protect system like earth2160. We need exe cracks. |

Before everything happened i did the reg keys, then i used a cybercafe account to see what's goin' on with GTI Racing & Xpand Rally, they we're stuck at 99%, they updated to 100% in seconds & now they're working even in a cracked client, ain't it so pathetic? |

That's normal. At first time Steam checks files in common folder, it takes a bit. |
