You need to put full GCF / NCF game files into the SteamApps folder first.

When I try to execute SteamLauncher.exe, the "Connecting Steam account" dialog appears for a second and then disappears. Nothing else happens. Steam is not starting. Anything I'm missing here?
I've copied the files to the Steam directory (overwriting the original steam.dll).

Don't use it with Steam. You need to use it with a launcher/standalone.

With "standalone" you mean the game? I've copied the files to "C:\Program Files\Steam\steamapps\USERNAME\counter-strike" and tried to launch hl.exe. Nothing happens.
PS:
I have copied all files (GCFs and game EXEs) from my legit Steam account, so I know they're good. I've set "BaseDir=C:\Program Files\Steam\steamapps" in steamemu.ini. I also tried "..\.." and in the end copied all the GCFs to no avail.
Do I need to extract the GCFs?
I'll try a launcher too. I've tried TinyLauncher, but all it does is pop up a dialog saying "Read the readme.txt for help" and then does nothing.
Edit:
OK, I've now created a standalone. Extracted all needed GCFs and used "Extracted=1" in the ini. The game loads, but I get a "STEAM validation rejected" message when joining non-steam servers. Also, it crashed completely when adding a server to the favorites tab.

2. STEAM validation rejected only comes up when joining uncracked servers.

When you use setti's masterserv in a standalone and then steam is already launching , you'll have a legit masterserv  that's why you have the STEAM validation rejected error message

The server is cracked (using vityan patch, engine 3651). I know because it's my server xD

OK, update. I've managed to start Counter-Strike from the GCFs. Also, I've installed the "rev-emu_230208_fixed" emulator in addition to the vityan patch on my Linux HLDS. I can connect and play for exactly 2 minutes, and then I get kicked with a "Steam connection lost" error. HLDS log says "Client not using REVOLUTiON emulator."
Here are exact steps I followed to make the game run:
- Fresh installation of Windows XP and full Windows Update (virtual machine).
- Created a new directory "Counter-Strike".
- In my real PC, deleted "C:\Program Files\Valve\Steam\SteamApps\USERNAME\counter-strike" directory and let legit Steam regenerate it so I have fresh files.
- Copied the files from that directory into the "Counter-Strike" directory in the VM.
- Created a "SteamApps" directory inside "Counter-Strike" and copied the legit GCFs in it (counter-strike.gcf, half-life engine.gcf, platform.gcf and half-life.gcf).
- Copied "ClientRegistry.blob" from my legit Steam into "Counter-Strike" directory.
- Copied all files from SteamEmu 3.82 (http://cs.rin.ru/forum/download.php?id=6378) into "Counter-Strike" directory.
- Created shortcut for hl.exe with "-steam -nomaster -game cstrike" as parameters.
Does anyone see something I did wrong, or something I have missed?

You need just one more step.
- Download and apply rev-emu_steamemu_addon_v4_230208_fixed.rar which can be found in revolution emulator thread. (make sure you follow instructions from install.txt)

OK, I've installed it. Renamed the SteamEmu version of Steam.dll to hCUPa.dll first. But the same result. 2 minutes and the same "Steam connection lost" error pops up.
I've also tried various settings in rev.ini:
SteamDll=RetailSteam.dll
SteamClient=True
but still same result.
It should be noted that other releases (for example those from DigitalZone) have no problem, and they can even connect to my server if I don't use the Revolution Linux HLDS emu at all (just the Vityan engine patch), whereas SteamEmu+rev-emu_steamemu_addon on my own standalone can't connect at all ("STEAM validation rejected").
I wonder how they solved it

Well, I described the steps exactly as I did them, nothing omitted. Exactly as I did them.
Maybe DZ works because they're using older files, dunno.
My version (extracted today from Steam) says 2007 (3932):
The one from DZ (v32.1) says 2005 (3213):
So you may ask, why I don't just use the DZ if it works? Well, it doesn't work with an AMXX mod I use (ClientChecker). It disconnects with a "Host_Error: UserMsg: Not Present on Client 58" error message as soon as the mod is checking a cvar:
I don't know if this error is because of the age of the game files in the DZ releases, or because of the steam emulators/patches they use.

But it once was intended to be used with steam client, right? I mean, the first post reads "Using STEAMemu with the Valve Steam client:". Is it just outdated? Offline Steam Client would be cool.

Yes, it is simply outdated. The steamemu launcher doesn't work for the newer Steam client versions.

Can somebody tells me - Is there any old/new(does'nt matter) steamemu src available? I want to make/find x64 version of it for using with source engine x64. I am not sure in success, but if i'll find original src, i'll try to make it. I will not use it for remaking, and it would be nice if somebody will send it to me...

SteamEmu's source was never released afaik. But you might find OpenEmu source useful (search in the Developer's section).
