The file "half-life high definition.gcf" is under the section "Game Based on HL1 Engine" so its HL1 and it should just replace the older Non-High Def files (textures etc.) when extracted. What you have to do to the file to get it to work depends on what steam crack/launcher you are using.
EDIT: At least thats what my understanding is.

someone has the new updated source SDK? im looking for it for some days now, it will be much appreciated
