The whole thing is about saving time. The total time of the sharing process consists of:
Compressing + uploading + downloading + decompressing
When using KGB, it's like this:
compressing + decompressing > uploading + downloading
When using WinRAR, it's this:
compressing > uploading
decompressing < downloading
thus: compressing + downloading > decompressing + uploading
Because compressing and decompressing at KGB take incredibly long, it might be like this:
Compressing(KGB) > Compressing(RAR) + Uploading(RAR)
As you can see, Uploading(KGB) is irrelevant, because the compression takes way too long.
..and for the majority of users, it is certainly like this:
Uncompressing(KGB) > Downloading(RAR) + Uncompressing(RAR)
As you can see, Downloading(KGB) becomes irrelevant as well.
Result:
1) Using RAR instead of KGB could save time for the uploader, because there's the probability that someone who uploads a game of serveral GBs needs less time to rar and upload than to kgb and upload it.
Of course the mirroring is convenient with highly compressed archives though. But keep in mind that uploaders might get tired of the long time KGB takes and the CPU power it consumes.
2) Using RAR instead of KGB has a high probability of saving time for the downloader, because it is likely that his download speed exceeds his decompression speed of KGB by far so that eventually, for most people, downloading more and decompressing faster results in them using less time than downloading less and decompress very slow. So what counts is this ratio:
Downloading / Uncompressing
Example: Download speed = 400kb/s. Uncompressing(RAR) = 8 minutes = 480s. Uncompressing(KGB) = 2 hours = 7200s. Filesize(RAR) = 8GB = 8388608KB. Filesize(KGB) = 2GB = 2097152KB.
Downloading(RAR) = 5242,88s
Downloading(KGB) = 20971,52s
Downloading(RAR) / Uncompressing(RAR) : Downloading(KGB) / Uncompressing(KGB)
