No, you don't have to earn them. It depends on the server on which you join. As far as I know the sever must use rev emu to enable advanced weapons for cracked clients.

Cr@ck, no matter WHAT i do, i just can't get the item equip working. I've tried to install your first 2.9 patch (the one in your original post), then installing the revolution emulator seperately, but it just isn't working!!! (probably due to the mysterious lack of the config folder and the masterserver.vdfs) Can you give me step by step instructions on how this is going to work?
tl;dr give me exact step by step instructions please because item equipping is NOT functional

Yes, I do.
Just to get this clear, I have no problems playing the game, or accessing the inventory, it's just that whenever I equip the items and join a server where it's pretty apparent that item equipping is enabled (servers in which people use 'The Huntsman' or 'Jarate'), it just seems to revert back to the original loadout.
Also, the emulator included in Cr@ck's 21 page 'update' (revemu 2.9 RC1) does not have the revapp.ini that comes with the 2.9 RC2 update (from REVOLUTION's thread), which also replaces items_440.bin and some files in some folders (I think it was a small number of files in bin and config). Is this significant in any way and should I use the newest emulator or just the one that cr@ck packaged in the update?
I've also tried to update the emulator by copying the files from the revemu 2.9 RC2 archive into the directory in an attempt to overwrite the existing emulator (2.9 RC1), but that just stops the serverbrowser from turning up any searches. I've even tried to apply the 2.9 patch in the Original Post, which cr@ck says that there was no emulator because he/she forgot to upload it along with the patch, and then just applying the newest emulator patch, but it's missing the masterservers.vdf so something has definitely gone wrong.
It's not a major problem, but it'd be really nice if I could just play with something than the default loadout!

DaBreadBoi The users with weapons are probably Legit Steam users. They can change weapons no matter what server they are on. Its most likely that all the servers admins haven't updated their server crack yet, so you just have to wait for them to update.
But one thing you could do in order to test this, is to create your own local server, but of course that is just up to you if you really want to test it.
And about MasterServers.vdf It should be in \bin\config\ set to read only.

Update 3.0: Changelog:http://store.steampowered.com/news/2825/ Important hints: Set MasterServer.vdf in %installdir%\bin\config and %installdir%\config to read-only (right click on file --> read-only)! To enable weapon loadout the game must be started with parameter -appid 440 (right click on Team Fortress 2 shortcut --> target)!

CR@CK-iT, I have a question just to make sure if I understand everything - To play the game: 1) You must download the game 2) Then patch it with official patches 3) Then apply only the newest REV EMU cracks 4) And finally only apply your latest patch ?

Yes,it does work for servers.You don't need anything else
PS:revEmu is short for REVOLUTiON Emulator(an emulator is a kind of crack)
Thanks for the answer. Now I want to know if you have to update your server anytime there is a new tf2 update? Or you have to only patch your server with REV EMU?

You have to do both things every time an update comes out 1.Download the update with hldsupdatetool 2.Put the revEmu files again because hldsupdatetool replaces them with the original ones.
It's recommended that you always use the latest revEmu.

I already did it and found the REV EMU files on my own
But the manual isn`t clear to me: 1) First I need to change the name of steam.dll file to orginalsteam.dll, so the REV EMU won`t overwrite it. 2) Then I have to extract the contents to SERVER/orangenbox(where the root dir for steam bin is located). 2) After that I have to edit rev.ini file and modify this line: SteamDll={path_to_original_steam_dll} to Steamdll=originalsteam.dll. Is that all?

Better try to explain rather then trying to understand your post(this stuff is THAT complicated )
1.Go to orangebox\bin and rename steamclient.dll to steamclient.dll.old 2.Do the same with Steam.dll by renaming it to Steam.dll.old 3.Extract the rev.ini\bin folder and \platform folder from the RevEmu 1.81 R2 to <dir>\orangebox. 4.Set your rev.ini like this:
