I know have a legit cd key but u see in Cz ..Omg I get like 28 latency in some server and when i join my ping is as high as the 80's why ...is this steam problem..I know u guys r nonsteam I'm just asking because i bet if i ask steampowered.com they will say "idk try some other game"..so plz any solution??

That ain't a steam problem, just a TCP/IP one.
When you first ping the server from server browser (yes, YOU ping the server, not Steam), your network load is far less than the load you got during the game. That's why your latency (RoundTrip Ping Time) increases.
There's nothing you, or Valve, can do about it

ya know that when you c HIGH LATENCY. just stop loading the servers. click quick refesh. the stop refresh. and repeat. the latency will go down. there were servers over 1000 but when i refreshed, everytime it goes down. except for the ones that actully have a lot of latency

there is something valve can do about. optimize netcode. make it so not so much info is sent back and forth from server and client.
