well i dont know how far steam is loggin ips (or if they are doing it at all) , but i think so...if you buy the game without proper precautions youll have your account banned....
Even if you have a dynamic ip they are still able to track you because your dinamyc ip only changes within certain parameter your ip is like 178.34.34.34 (example) it only changes some of its fields , not all of them , so if you want to buy the game i recommend you doing this before activatin it.
1 - Change ISP (i know it sucks but you have to)
2 - format your hdd
3 - install steam (regular) and activate the game
well i know it sucks but thats what i would do if i wanted to buy the dam thing without getting it banned after a couple of weaks

I don't think it's necessary to change isp because i find it hard to belive that steam would log all ips.
And even if they do it would take enormous resources to track them down (there would be thousands of them) since they would have to contact all the isps and wait for a answer from them (And theres lots of isps that doesn't give out any information about their customers). And if they really want to track you ip a isp change wouldn't be enough because the isp your switching from probably would pass the request on to your new one.

I was gonna buy it, but i dont get what you said besides the "it might get banned after a couple of weeks" so fuck it, this calls for Unreal Tournament, Call of Duty and quake... And AA

Changing ISP is way over the top, although you are right in that with a dynamic IP only certain sections change, the IP numbers that yours is selected from is the entire range nominated to your ISP, if they banned the whole range then they would ban the entire ISP, or at least a large proportion of the IP's that a certain ISP gives to connected users. Valve would never ban a whole ISP or large proportion thereof simply because so many legit customers who have done no cracking would also be banned.

How the hell would that happen? How on earth is your old ISP going to know who you change too? seeing as the process of changing is: call current ISP, tell them you want to cancel, end of current ISP. Call new ISP, get new account, connect.
In what way would your old ISP be able to pass on your new details? hmmmm.
