Use any Cracked steam Client, start the game one time so the needed files are extracted! Exit the game and then you see that the only missing file is the steam_api.dll! Copy to this folder an everything is fine!!

Again a step further .
I can start a game but after a few secs it crashes without error message.

What kind of emu you are using??
I have play for 10 minutes without crashing!
I use the original emus 233 263 302 from hCupa!

I still use crack 360 cause i cant set them up right.
What are the differences between those version ?
And how to set them up right ?
My setup:

So far everything is fine as i can see!
To set up the emu copy the steam.dll from 263 or 302 and the steamapps.ini to your counter-strike folder! Now use the steamemu.ini you have posted!
Right click on hl.exe and create an shortcut!
Right click on the shortcut and choose Properties!
In the Line where the path to the hl.exe is you add:
-steam - game cstrike -console
Example
"C:\Games\Steam\Steamapps\User\Count-Strike\hl.exe" -steam -game cstrike -console

Crack360 is useing an old or patched hw.dll that is/was avoiding the "invalid cd key error"!
But this is out of date!
All neede files from the dedicated Server are:
-steam_api.dll
-vstdlib.dll
-vstdlib_s.dll
-tier0.dll
-tier0_s.dll
also you need the newest hw.dll!
All the files are attached!
Yes, in the version i did use a difrent hw.dll. It fixed the error for me and didnt cause any new errors. I can revert to a difrent one if i need to.
EDIT: Im going to get the new GCFs, talk to Sillium23 about what files we need to new versions to and begine work on a new version. Im sorry bout the mess that i created by useing old GCFs.

And there are some other patched files that you extract!?
Because when i use crack360 for extracting you can´t open a game!
"Unable to load authentication library"
When i let Steam or my own App extract the game and copy in the steam_api.dll everything is fine!
So i think you have to update your extracting-section!
I´ll pm you the needed files!

I dont have the new GCFs, so i cant test this but can someone test this counter strike 1.6 crack out and report things to me. Thanks to Sillium23 for the help.

Well I tried the Half-Life crack but it didnt work. 
It extracted ok but then I got an error.
