Yes! I'm not a fu__up!
I got the SAME error when I tried my method at my internet cafe!
Ok, since I don't have time right now to experiment [exams], I'll just pull up my already set-up Steam that works with RO @ my home LAN, and post it here - using sendspace.
I did the EXACT same thing you did, GodGamer - but not at home. I was experimenting at home and I can't remember my exact steps, but that's the thing I did at my cafe.
Keep your RO and steam as it is right now: you probably just need my files and you'd be set.
I'll keep you posted.
When I get the file uploaded to send space, I'll edit this post. [Edited]

Update: I got a anonimous email from someone here telling me NOT to post the whole Steam LAN thing I got going here, but to piece it for those who have already followed up. Somehow Valve people can't keep up with what's going on here, therefore having the instructions in pieces is to my advantage.
Having said so, THIS might fix your current problem GodGamer.

Reason: That's the only file that I might have overlooked when I was messing around my home LAN. Perhaps I generated this file [prior to using one of the steam cracking utilities] instead of getting it from Steam Buster or any other pre-made .blobs. Others probably overlooked this too, and didn't overwrite their already-made .blob file - which is maybe why their RO LAN is working right now.
If not, I'll post up another piece of the puzzle.
Tip: Everytime you mess with steam.exe or Steam Install instead of steamlauncher.exe, overwrite steam.dll with Tiny Launcher's steam.dll.

Our local lan game worked! Just P-E-R-F-E-C-T without any problems!
An other friend is going to install the same
way as we both did and we're gonna test a hamachi server.
I've send you a PM with all the files needed to make a RO server so
maybe you can release it or something.  Thanks alot for
all the explantions.
PS: Didn't you released a coop package for rune or something?

Yes I did. An extension to a previous Coop package. As I learn more programming - I share more.

Hey I'm at school, your .blob fixed the problem and I can now
connect flawlessly  .
We're gonna test hamachi lan over 3 hours. And yes I googled you, but I didn't googled your name but your hotmail.
Will edit this post in 3 hours.!
EDIT: Hamachi works too

i still have connection failed error
can u pls give me link to red orchestra lan files ( steam.dll, steamemu.ini,
and some kind of tutorial where to put those files in steam root or in game / system folder
pls post me link to your files for this great game onlan with out net connection

hi and sorry for my bad english...
i got a question:
now legit steam is installed on my pc, with legit games, ro included.
I've understood that if i put steam.dll in ro/system dir it will go well for practice mode etcetc...
I tried your "crack"package... all well.
But i want to play ro in offline mod without steam. If i go to a lan (offline, without internet connection) i will pass ro to all clients.
But, without steam it will be impossible to play...
Does ro lanplay depends from steam.exe? or does it depends from itself? can we emulate a master server for ded server?

EDIT: There is hope yet. Someone must locate if not unmask the hidden source code using UnrealED for UT2004, and identify the .u file package responsible for communicating with Steam.dll. It is soooo doable. Just time consuming.
