idk what emu use kso becouse archievements works only with revEmu with steamclient emulated... so idk what emu kso use.. but try revemu first...

yup .... i had this problem too with gamerx.lv's installer and kso.lv patches
installing the revEmu made everything work !
so you guys try it

I am using RevEmu and TF2 runs correctly.
I have placed the TF2.exe in steampapps\user\team fortress 2 the same folder as HL2.exe and rev.ini files.
But when I launch TF2.exe it says
"Can't find background image 'materials/console/background01.vtf".
Do you have any suggestion?

if you have steam or cracked steam you cant use revEMU!
so. remove revemu, (steam.dll,..) then run TF2.exe and then run steam and start team fortress 2 , use medic gun and dead to unloack loadout..

I don't have nor steam nor cracked steam. I am using revEmu for this reason. Does it mean that I cannot use your weapon enabler?

Only steam or cracked steam have this folders - steamapps\user\team fortress 2\
so what release do you use??

sorry _warezz probably I have confused you because of the folder where I stored my GCFs.
I don't have steam here.
I have a folder that contains all needed GCS.
I have another folder called "team fortress 2" where I have:
+bin
+hl2
+patches
+platform
+tf
hl2.exe
rev.ini
steam.dll
ClientRegistry.blob
The folder is copied from another PC that has a valid copy of TF2 installed.
The rev.ini is set in a way to emulate SteamClient
CacheEnabled=True
and the path (CachePath) is set to the folder where I have my GCF files.

Yes, so you use GCFs ok , ask i see you have same problem with version 9.2 as me.. i report it , but all say my config is bad.. but version 9.1 still working
Try use this steam.dll, from version 9.1

Are these files in your "Teamfortress 2" folder up to date? Have you created them using same gcf files as you use to play?

You dont need all archievements, its like steam version gameplay
10 arhievements = 1st gun
16 archievements = 2nd gun
22 archievements = 3rd gun
there are about 36 archievements for one class
