When trying to add friends to steam, an error pops up. Updated steam and realized that steam updated their clients in a way that requires purchased steam games in order to use the "Add Steam Friends" feature. Previously added friends are maintained but it is not possible to add additional friends. I do not know if friend invites can be accepted or not. I also do not know whether free games like Lost Coast (available through using a certain brand of video card) will bypass this problem.
All legit clients with purchased games should not notice any changes. All cracked clients with no games / cracked games should not be able to send friend invites.
If there is a solution out there, it would be greatly appreciated since I'm sure many people are having this problem. If there is not a solution yet, please post feedback and any interesting experiences with this problem.

As long as it's not a DLC, you get Steam Friends full. Personal suggestions: Geometry Wars: Retro Evolved or The Dig or a game that has not been uploaded here. If you want to spend a little more, Xpand Rally + GTI Racing Pack is a good buy for only $8.

Just wondering, but is it possible to uninstall steam and re-install an older version of it to bypass new update? Can we "patch" the steam software so it think we own a game? I dont want to buy a game for my hacked account, because if it ever gets disabled, then I lose everything i bought...

Short answer, no. Longer answer, even if you installed an older version of Steam, Valve would update it as soon as you restart Steam. Even if you could prevent Steam from updating, this is a Server-side issue. If you are really worried about a disabled account, just buy Geometry Wars. It's only $4. Not a major loss and it's fun. No need to buy anything else and you get all the Steam friends functionality back.

Buying a cheap game should solve the problem (hitherto Geometry Wars). I don't know if buying the game and having a cracked account would conflict (besides not playing online if the game has that capability), but it should work.

fuck...the ruined my day...[rage]IT IS NOT FAIR[/rage]...even for legit players that dont own a game...for example i use legit steam + nvidia promo to play hl2dm...and fuck...i can`t ad even my friend so we can play togeter...continuing this way VALVe will lose a lot of customers taht dont have purchase games and have steam to use with ati or nvidia promo

Yeah, that would work out just fine. A bit harder to add friends, but still has all the functionality.
