Using non-cracked Steam client and Steam account that has Half-Life 2, HL2: EP1, HL2: EP2, Portal and Half-Life 1: Source I download all these games. After download is finished I validate them all in Steam client. Then I run CFToolbox and it reports that the following files are incomplete (the rest of the files are reported as 100% complete):

File Size Version Completion Information
episode 1 shared.gcf 1.20 GBytes 5 75.67% Validation failed
episode two content.gcf 1.41 GBytes 13 99.93% Validation failed
half-life 2 content.gcf 841.36 MBytes 9 59.81% Validation failed
half-life 2 episode one.gcf 606.26 MBytes 9 79.04% Validation failed
orangebox media.gcf 7.55 MBytes 0 99.90% Validation failed

I tryed to delete 2 of these files and redownload with Steam client but got them again with exactly the same completion percentage.

So why validation in legit Steam client reports these GCFs to be OK while validation in CFToolbox reports them to be incomplete?

Game needs only some files from these gcfs like when there is an engine update, it doesn't need to donwload all fully. I hope you understood me :)

I have been seeing the same thing. I am not sure why Valve does this. The incomplete file is the SAME size as the 100% file. The only reason I can think of, is bandwidth reduction (less data transferred).

Their servers get a lot of traffic every day, and bandwidth isn't free, so that sounds sensible. And most people probably have the necessary hard disk space to fit those files anyway.

Could it be possible that you are using a localization different than english?
These file include english localization, so if you are using different localization these files won't be downloaded (for the reason hegyak mentioned).

I have noticed it on Ep2's GCFs. I'm using English language, but it still doesn't download the missing files.

The files are not "incomplete" well in theorie they are but in reality they arent. Since Valve keeps releasing new engine versions they have updated files in the latest GCF's such as HDR maps so instead having them twice they make the bsp file in the previous GCF empty and in the new one valid. Theres a flag set on the file saying that its removed, which CFToolBox ofc does not understand since its not implemented.

So, for example, incomplete file "\hl2\media\StartupVids.txt" from "orangebox media.gcf" is present (and complete) inside another GCF - "source 2007 binaries 2.gcf". Steam client knows about that and does not download unused version of "\hl2\media\StartupVids.txt" when downloading "orangebox media.gcf". Similary, incomplete files from "half-life 2 episode one.gcf" (alot of them) are present and complete inside "episode one 2007 content.gcf", etc.

It would be nice if CFToolbox could detect such files inside GCFs that are not supposed to be present and report them as such when validating GCFs (not "incomplete" but "absent" or something like that) - going to post that as a feature request in the CFToolbox thread.
