Yup. All DLCs are in INI. Specifically:
#Saints Row IV - How the Saints Saved Christmas
DLC021=0000247303
Grabbed two different RELOADED torrents, the same picture: everything unlocks except "How the Saints Saved Christmas". Does it work fine for everyone else?

Nope, pure RELOADED release with the crack that comes with it. Grabbed from two different torrents. And since RELOADED's installer replaces all files, I doubt I am missing anything. Which seems to suggest screwed up release. I'm watching comments on piratebay, but so far nothing.
Not using a different emu, not using a different INI, anti-virus didn't delete anything. Reinstalled 2 times.
Not only don't I see this quest, but I think I also didn't see X-mas DLC in the list of unlocks when I launched the game. I saw all packs being unlocked (even the newest), but I think I didn't see X-mas DLC.

I have a question: Update 7-RELOADED included all DLC and bonus item, no need to download other files or edit .ini file ?

I have just installed this update and the DLC came up for me when the game began and also shows up to play absolutely fine. I've always installed the latest Reloaded updates on top of the Reloaded version of this game!
I can't see what to suggest really, as all I simply did was install the update, change the username in the provided ini and pasted it over like usual. I hope you get it sorted!

modded/tweaked files ,particularly the ones u get from saintsrowmods can completely screw the game up in various ways.
try a diff save from somewhere/one else.

If anyone who have legit last game version and all DLC can do a SFV.
