Yes,steam preload files are always diffenent on two computers,even you use the same steam account.
228983 is VC redist and 228990 is DX redist.Only 214491 is the game files.

I think i can edit the .bat file and change the filenames?

EDIT: nvm i just realized the first file is the same. Anyway thanks for clearing it up.

Nope you need two entries for content .csd in sku.sis because the guy downloaded the pre-load stopped the download at the end or pre-load updated.

Otherwise if you have the decrypt key and manifest you can just edit the sku.sis to match your exact pre-load files.

Yes but the .csd files usually split when you pause-start downloading or pre-load is updated. If you download all at once it will be 1.csd only like in 3DM Pre-load case.

Here is PrePack only needs decrypted manifest and key that kevinyang will provide on release. This is only if pre-load wont update if does you need to change the manifest version in sku.sis too and add the 3.csd you will get.

If doesn't update then you only need to open sku.sis and replace "csd X size in buyte" with the size in bytes of the csd files
