No it is not. Read my previous post. The game was tested. It will run fine @ 1080P with everything set to maximum with 2 - 3GB.

It will run fine on 4GB RAM only if you have enough VRAM (2GB+) or use an SSD for quick texture load on demand. Otherwise it will stutter like hell when you are flying low or driving a fast car, especially if you have any application that uses your HDD running at the background (steam/torrent downloading, file scanners. etc)

Are you sure the HDD cause stutters and its fixed on a SSD ?? I am VERY dubitative on this, its usually caused by the gpu or the game poorly coded.

Same as GTA IV situation. I had IV on old IDE drive it didnt stutter but loading time of textures objects etc. was huge.
I moved GTA to faster SATAII and loading was smooth.
