The short version is, you pirate Halo Reach on your XBox 360, you get a permaban. Microsoft will treat you like Valve does with VAC. They won't unban you, they won't answer questions about your ban, you will not get a refund.

I don't see your point. Any vendor operates this way. Valve will also permanently ban your Steam account if they detected pirated games or detected you using a crack. That's not like something not normal to do. They depend on having no piracy in order to make money, thus they'll scare the pirates away. Don't pirate, don't get banned. It's really nothing surprising.
Furthermore, the ban just includes online gaming per Xbox LIVE, nothing else.

So does banning you from Steam. However, as of a legal POV, that is perfectly fine. If you pirate - which is a crime, actually - they can ban you as for ToS violation. You paid the money under acceptance of that very ToS. If you don't like the ToS in first place, don't get it.

I'm not sure, but isn't a VAC ban only stopping you from playing in VAC servers for MP games? You can still use your account and play the games you own (singleplayer and MP servers w/o VAC).

Or I am wrong |:

It does, but I wasn't talking about VAC. VAC will ban you if you cheat. I was talking about piracy-triggered bans, which means your account gets disabled. For instance, when SteamUp was patching the shown E-Mail address, this led to dozens of actual bans. You can't even login then. I also heard of some who were that foolish to not use a blank account and got legit ones banned. ( I only got my blank one banned, by the way )
However, it's the same thing. Violate the terms under which you agreed to the purchase, and it's invalidated. That's your own fault in the end.

The ban is not a ban from using the console, it's an online play ban. So it's more like VAC then a Steam Account Disable.

Like VAC but entirely for multiplayer, and triggered by piracy.
Actually, you see Valve bans your entirely from using the games you bought then. Microsoft just bans you from playing online. Anyway, as I said before, both is valid and accepted. If you do not agree to the licensing terms of a certain product, don't use the product. That applies for anything, not just software. If you don't like that don't use the product or service in question.
I recally of an incident I read about: A man was removed from an airplane as he was heavily sweating, and had no shirt for exchange available. Due to complaints the crew removed him off the flight by referring to their general terms and conditions in which that was permitted. He filed a lawsuit and lost as he agreed to these terms.
