Yes, that part is a bit weird. Even if its resource usage is minimal, it still technically slows the computer down, somewhat. They must mean it's so well-coded that the impact isn't noticeable.

Of course, that's marketing. But if a product has to do it with such weird claims, I'd refrain from it somewhat. Haven't tested it though.
