is dynamic ip means that your ip changes everytime you connect? if so, then my is dynamic ip

Well I think that if u have dynamic IP just changing it... is enough, cos u can always say it wasn't ur IP that day.
And valve wont ban whole servers :\
Formatting is totaly neccesary in my opinion

well, about the idea of valve\steam logging IP addresses and Banne\block them.
this is not possible due to a simple fact which is MONEY and Future marketing planing.
your ISP got some certain Class IP's ( A,B,C, etc. ) and the CIDR (Classless inter domain routing)
you get one\some IP's from him. now it's blocked by Valve\steam.
you change IP or the whole ISP. someone else will register with them and get your IP since it's free now. so he also want to play Valve's games. and he went to buy the game and blah blah blah
and Oops. it's not working....
This Is Not His Fault.!!
so Banning or Bloacking IP address is not a solution that Valve\steam would follow.
also there are many other technical obsticals and would be so much analyzing and rounting proccesses.
yeah they have enough authentication servers. but they only have 6 Main working ones.
anyways. dont panic about the IP thing.
that's my point of view.
anyway guys, if you know how to bypass the authentication Servers then you'll play no matter of what.

1. Formatting is NOT necessary
2. Changing your ISP is NOT necessary
3. Accounts already activated will NOT be banned
4. I know because 3 of my 4 PCs run legit accounts, but prior to re-installing legit accounts I was running free STEAM accounts which I made using SiX-STEAM  It's all fine, you guys are worried far too much.
If you know how to delete registry files after uninstalling the hacked stuff, you will be fine...

uh..ok.. um.. I think all of that change your ISP, reformat your HD.. is Bullshit, reason is? I run them both, accounts I payed for, and accounts I didnt..
I can play fine on my store baught account. CZ and CS 1.6 and all that. I intend to buy the game when I buy a new video card, to me HL2 is that good. Company is shit, the people who worked alot to build the game deserve it, so Im buying it. However, if they do ban my legit, everything from my original HL1 copy to HL2 all in one bang..well..heh..I smell class action lawsuit. I bought the game, I have a right to play it via steam, the way it was meant to be. So, if you Valve thinks they are going to ban via IP, well, then can kiss my white irish ass, cause I'll fuck em over so bad with a good old class action. To be honest guys, don't worry, if it happens, be pissed then, untill then, don't worry. Valve cannot legally ban accounts with legal keys only on it. My legal account did not touch steam-down or anything emporio, so I'll be pissed if they ban my legal account with over 200 bucks of software on it.

since i have my legit hl2 bronze, it works  no ban yet. i hope, it remains so.
but: before installing this thing, i completely uninstalled steam, emporios cs:s, and with regcleaner deleted everything seemed to have some connection with valve, steam, or anything like this.
i could not format my winchester, there are too many datas i can't burn to cd
i think, to ban a legal account the user must do something illegal after he buyed tha game. am i wrong?

At least that's how it works here.
You can't just cancel whenever you want.
When you switch isp and the contract hasent run out your new isp must have an agreement with your old isp (otherwise your violating the contract) And if they have an agreement they probably know to which isp they have it with don't they?
You could wait till the contract runs out but that might be years away.
At least that's how it works in my country.
