the system I would use if very simple,
i would use PHP to connect to the server IP address to CS port

and if it connects, the server is on.
But I wonder how to make a script to check how many players are playing there.. Any idea?

But, there goes another problem...

I tried connecting to any of the CS servers to specified port and it wrote me:
"The connection could not be established, because target machine actively refused it"

... I think this would be harder as it appears... Maybe I should try to gain some more information from Valve team.. ^_^

i don't think valve will helpo you, unless you don't say that it is for non steam servers i would like if you share the files to CS.ns project to us add in our site, its a good trade for the servers that you copyed
you can try to search hl addons for mirc, maybe its code may help you to understand how they connect, how did it know how much players, ping, sv_lan option, etc
