Why cant we have someone to upload the game for steam version?

Because no one has bothered to buy it and upload it for Rin. That's why.

Edit:
I checked the Prices on Steam and it's EXPENSIVE! About 80 USD for the complete bundle. I may get it, though it would be in November/December.
