as the titles say which is the best offline content launcher ?

i had been off from this forum for a while so don't know which are still in use and which are outdated so it would be good if someone suggest a good offline content launcher

Personally, I use Steam itself in forced offline mode. It probably is far from a good solution, but it works for the few games I play sometimes.
