U need cracked steam client thats all!
As i said download sasios undead patch and patch steam... (steam's steam.dll to be exact)

any idea how to make a new steam , when i click the steam setup it just says repair or remove , i dont want to do anything to my legit account , i just wanna make a new install

just copy your old steam folder with all its content (exept steamapps) to another location, apply sasios patch, create a new acc and so you got a second, cracked steam...
