Might be a quick solution: Exit Steam, delete the Clientregistry.blob file and re-start Steam. This might work for the majority that 'suffers' from this problem . . .

Mine Six-Steam doesn't seem to have this problem, Steam-down doesn't work anymore since yesterday . . .
